Office of Grants and Sponsored Programs (OGSP)

The FCC Office of Grants and Sponsored Programs (GSP) assists faculty and staff scholars with the search for funding opportunities, developing proposals, and managing the resulting awards from federal, state, and other federal-like sponsors.

The President authorizes only the GSP to submit official applications to fund proposals that have conformed to institutional policy, GSP policies and procedures, agency guidelines and federal regulations.  The President further authorizes the GSP as the only unit to decline submission of applications that do not follow institutional policy, GSP policies and procedures, agency guidelines or federal regulations.

Providing guidance on policies and procedures to assist with administering grants, our office ensures the College remains in compliance with federal and sponsor regulations and ensures that FCC forges strong partnerships to support sustainable relationships with granting institutions.

Pre-Award: Guidance for Preparing and Submitting Proposals

Project Directors (PDs) or Principal Investigators (PIs) are required to start with the GSP no less than 3 weeks prior to the sponsor’s deadline for any proposal to be submitted by FCC.  There are considerations that must be evaluated before pursuing the writing and submission of the grant:

  • Connection to the FCC strategic plan and/or ongoing initiatives
  • Project objectives
  • PD/PI qualifications
  • Time-frame for project
  • Type of institutional resources that will need to be devoted to the project including but not limited to; staffing, sustained funding sources, facilities and information technology.

To begin this process please contact Beth Hadfield as soon as the project idea is being formulated for the best way to proceed.

Post-Award: Guidance for Managing an Award

The Project Director (PD)/Principal Investigator (PI), the Grants Accountant and the Interim Director of GSP have important roles in the management of a sponsored award.  If a project is awarded, the Interim Director will negotiate the award with the input of the Grants Accountant.  Then, together they will conduct an initial review and initiate a kick-off meeting with the PD/PIs to review the grant management policies, procedures and expectations.  This will ensure both compliance with sponsor guidelines, state and federal regulations.

If you receive an award, please notify BOTH Beth Hadfield and Matt Miles immediately and provide all the documentation that you have received.

Grants vs. Gifts

FCC accepts financial awards as grants or gifts. Use the decision tree below to determine if the award is routed through the Office of Grants and Sponsored Programs or through the FCC Foundation.

Flowchart depicting how to determine if a financial award is a grant or a gift and what office manages each. If the financial award uses federal or state government funding, is specific to a task or specific project, contains terms and conditions for the University’s use of the funds, or requires technical/progress reports or other deliverables, it is a grant and should be managed through the Office of Grants and Sponsored Programs. If the financial award does not use federal or state government funding, is for general or broadly restricted support, contains no terms and conditions for the University’s use of the funds, and requires only courtesy or general reports, it is a gift and should be managed through the FCC Foundation.
